BRiC Partnership is a consulting engineering firm, now part of RTM Engineering Consultants, with offices in 17 cities across the country. While the three principals have been providing engineering services since the 1980’s, BRiC Partnership was formed in 2002. Our forte is providing excellent service and strong project leadership. Responsiveness and thoroughness are the keys to our reputation. At the same time, we bring creative and innovative solutions to the table, leading discussions with the Owner to implement solutions that are within budget and phased as required.

Engineering design and working values are shaped and cultivated at BRiC by its staff who have successfully developed and grown the firm’s highly valued client relationships. Thomas E. Buchheit, PE, CEM

Owner, Managing Partner

Tom Buchheit is a licensed professional engineer, a certified energy manager and the managing partner of BRiC Partnership, LLC. His primary functions include operational management of the firm, marketing, financial oversight, and project planning and management. Tom also acts as BRiC's liason to federal and state agencies which provide grants for energy conservation projects.

Tom’s responsibilities have included design of HVAC and automatic temperature control systems, plumbing and piping systems, lighting systems, and general power distribution layout. In addition, he has written specifications (both mechanical and electrical), produced cost estimates, and performed as a construction observer.

Tom’s 39 years of experience include mechanical and electrical system design for health care, municipal, educational, commercial and industrial facilities. He has performed engineering design services for well known clients such as Anheuser-Busch, Universal Studios – Florida, The Abraham Lincoln Presidential Library and Museum in Springfield, Illinois, and has worked extensively with the states of Kansas, Missouri, Illinois and Indiana.

On behalf of the former State of Illinois Governor's Green Building Initiative, Tom has presented several seminars pertaining to the positive attributes of energy efficient building design on the earth’s energy resources and atmosphere.

Tom is a 1983 graduate of Kansas State University where he earned a Bachelor's degree in Architectural Engineering.


Andrew J. Rein, PE, LEED AP

Owner, Manager Mechanical Department of the Belleville, Illinois Office

Andy’s primary responsibilities include lead mechanical design, overseeing development of plans and specifications, managing construction administration, and quality control. In his role as the Manager of the Mechanical Department, he has had primary responsibility for designing heating, ventilating and air conditioning systems for numerous large and small scale projects - and overseeing the commissioning of those systems. Andy is also responsible for directing the senior plumbing and fire protection designers.

Andy’s repeat clients, whom he works with on an almost daily basis, include Southern Illinois University at Edwardsville and Carbondale, Southwestern Illinois College (SWIC), University of Illinois Urbana-Champaign, St. Louis Community College, the Illinois Capital Development Board, and several school districts in both Illinois and Missouri.

In addition to being a licensed professional engineer, Andy is also a LEED Accredited Professional certified by the United States Green Building Council.

Andy is a 1985 graduate of the University of Missouri-Rolla where he earned a Bachelor's degree in Mechanical Engineering.



Eric R. Rogers PE, LEED Green Associate

Owner, Manager Electrical Department of the belleville, Illinois Office

Eric’s responsibilities as Principal include project management, maintaining proper staffing levels and staff training, performing quality control procedures, and providing design of heating, ventilation and air conditioning systems, as well as the design of power distribution, lighting, security and fire alarm systems. In addition, he is also responsible for monitoring project design budgets, project scheduling, and participating in marketing the firm’s services.

Over the course of his 31 year career with BRiC Partnership, Eric has designed mechanical and electrical systems for commercial, correctional, health care, municipal, and primary and secondary education facilities. Eric’s highest profile, repeat client to date has been the Illinois Department of Corrections, for whom he has overseen the design and construction administration of systems within several state prisons totaling well over $400 million in project construction costs and totaling approximately 2.5 million gross square feet.

Eric has also worked consistently with the Capital Development Board, which oversees the design and construction of new elementary and high schools, college and university facilities, public safety centers, museums and historic sites, state recreation areas, health centers, office buildings and prisons for the State of Illinois.

Eric is a 1990 graduate of Kansas State University where he earned a Bachelor's degree in Architectural Engineering.
